Introduction

 

During 2003, P (A) T and AP (A) T, have been highly active, especially in the political arena for the preparation of three elections (municipal, regional and general). Proposals have been prepared for the agenda of the different political parties and we have debated possible post-electoral actions with their representatives.

In the Road Safety Subcommittee of the House of Deputies (Lower House), P (A) T was given audience and was able to express its views on how to act in Spain to minimize the problem of road accidents and victims.

On the CD accompanying this report on activities of P (A) T in 2003, you can find attached the written policy statements of the year, along with articles and press releases sent to leaders responsible for Road Safety in the country.

A key event was the creation of the Coalition of Organizations: "Mesa Permanente de Seguridad Vial" (Permanent Bureau of Road Safety) in Catalonia. See the CD for a list of entities involved and written declaration.

 
Specific Activities
  • Organization of the "1st Tribute to the Victims of Traffic Accidents" in collaboration with a political party, on 16th February.
  • Preparation of a document of proposals and actions to be carried out in the new legislature of Municipal Elections in May 2003 (see CD).
  • Participation on April 10th in X Forum of Road Safety of the City of Barcelona as co-organizers and speakers. Participation in the jury and giving of the "M ª Angeles Jiménez Prize" for Road Safety.
  • Presentation at the "Institut Guttmann" of the Manifesto "You can do something", on May 5. (CD copy).
  • Participation on 8th May as the patrons of the Catalan Foundation for Road Safety. Eugenia Domenech, Appointment of Board of P (A) T as third vice-president of the Foundation.
  • Participation with presentation of O. Thorson at the "Road Safety Education Congress", Oviedo, on 25 June 2003 under the title: "Comprehensive Driver Education: Children / Elder Citizens, Politicians / Educators".
  • Participation with presentation of Eloisa Ragel in Road Safety Course at the University of Malaga on 29, 30 and 31 July and 1 August.
  • Presentation at the Association of Journalists of the Permanent Bureau of Road Safety in Catalonia, and the presentation of the paper: "Reasoning about confirmation" (CD), on 16 September with the participation of the following entities:

  • Attendance at the Workshop of the PSOE on October 8 at the Congress of Deputies (Lower House).
  • Writing of a statement of intent and program to do actions in the new legislature for regional elections in Catalonia in November 2003 (see CD).
  • Attendance at the Second Congress of Catalan Taxi Drivers in Salou, November 7, 2003
  • Participation in the Seminar on "Distraction in Traffic Accidents" held by the "Foundation Abertis", Castellet de Foix, on 28 November.
  • Writing of a statement of intent and Activities to do in the new legislature for the general elections in Spain in March 2004 (see CD).
  • Attendance at the Second Day of Reflection hosted by Audi, with the title: "Road Training and Education" in November.
  • European Tribute to the Victims of Traffic Accidents. Third Sunday of November (this year was held on 16th). Obituary in La Vanguardia, Vic flowers mass at Santa Coloma.
  • Information booth at the Congress of Family Medicine in Barcelona organized in December, days 10,11,12 and 13).
  • Maintain continuous communications with the press media, expressing the need for action in society to reduce the risk on streets and highways: bulletins and newsletters from "P (A) T Informa".
  • Celebration of the Meeting Point for Road Victims and Casualties (4th Friday of every month) at the "Elizalde House" (except July, August and December).
  • Participation in the drafting of the Law of Mobility (Approved in June 2003 in the Catalan Parliament) and negotiation with political parties of amendments.
  • Presentation at the Road Safety Subcommittee of the House of Deputies (Lower House) in which P (A) T proposed differents actions by the State on the subject. (See CD).
  • Meetings with the various political parties and their candidates in the Catalan Parliament to strengthen the activities for Road Safety and to ensure maximum inclusion of security issues in election manifestos.
  • Hold meetings with different political parties and their candidates for the House of Deputies (Lower House) to strengthen activities for Road Safety and to ensure maximum inclusion of security issues in election manifestos.
  • Attendance at semi-annual meetings of the European Federation of Traffic Accident Victims (FEVR) in Vienna.
  • Participation in various working groups and committees of the Road Safety Administration.
  • Lecturing on the subject of the Prevention of Accidents in citizen forums and to university students.
  • Working with the Prosecutor of Catalonia to advance fair treatment of victims and poeple affected by Traffic Accidents.
  • Proposal to the "Catalan Traffic Service" to perform various activities to promote road safety.
  • Working in collaboration with "Catalonia Camina", and with various Councils for the definition of School Road Safety. Children should be able to get to school safely, accessibility and sustainability.
  • Improve the Association's website by adding an area for discussion "Forum on Road Safety" http://www.pat.apat.org/forum
  • "Nadali", a Children's Fair, where activities were carried out to create awareness for the integration of "different people". (Stand in collaboration with the organization, "Siglo XXI") in December.
