Activities 2004 |

Preamble |
Road Safety in Spain is improving and is being incorporated into political agendas. Also increasing is the interest and the citizens desire to lower the horrifying figures of deaths and serious injuries we have endured stoically for years. The press and media is increasingly showing willingness to discuss issues of Road Safety and Traffic Accident Prevention.
Understand that work accidents are largely due to traffic accidents has also helped put the question of accidents on the table.
All of this, together with the substantial work of P (A) T, is creating a climate of prevention which has not been seen for many years in Spain. Its acceptance is becoming more widespread so that there must be an objective policy of reducing casualties and that this objective must be translated into road safety plans prepared by the different public administrations.
The recent approval by the Government of the amendment of the Road Safety Act including the so called "Points Permit", and its passing on to the Congress of Deputies Lower House) for its examination and approval, is a big step forward in the improvement of Road Safety in Spain.
P (A) T wishes to thank everyone for this change in attitude towards this serious problem of risk in our streets and highways.

Introduction |
In 2004, P (A) T has increased its activity, especially in the political arena for the preparation of general elections and the changes in the law with the introduction of the points permit. Proposals have been prepared for political parties to implement in the legislature and amendments have prepared for debates about the "points permit".
P (A) T has held a meeting with the Road Safety Committee of the Congress of Deputies (Lower House), to present the association and to deliver signatures calling for a thorough change in the Criminal Code in relation to Road Safety.
On the CD accompanying this report on activities of P (A) T in 2004 are attached to the written policy statements of the year along with articles sent to press and decision makers who are responsible for Road Safety in the country.

Specific Activities |
- Continuous contact with the press and media, expressing the need for action by society in general to reduce risk on the streets.
- Celebration of the Meeting Point for Road Accident Victims, the 4th Friday of each month at the "Elizalde House", Barcelona.
- Active member of the Mobility Pact of Barcelona City Council.
- Writing the letter of intent and actions to be undertaken during the new term for the general elections in Spain in March 2004. (See CD).
- Participation in the drafting of the Law of Mobility (approved in June 2003 in the Parliament of Catalonia) and negotiation with political parties of the amendments.
- Hold meetings with different political parties, candidates for the House of Deputies (Lower House), to strengthen activities for Road Safety and to ensure maximum inclusion of Road Safety issues in election manifestos. Meetings with the various working groups and their subgroups, of the "Catalan Traffic Service" (GT 32, GT 36, GT 4, etc).
- Meeting with Regional Minister of Interior, Ms. Montserrat Tura, 10 February 2004.
- AP (A) T organized silent rallies and demonstrations to collect signatures for the toughening of the Criminal Code, 24-25 and 26 September in "Plaza Catalonia" (Barcelona), and October 23 in "Plaza San Jaime" with the presence of the press and media.
- Exhibition at the Road Safety Commission of the Congress of Deputies in Congress and delivery of signatures to demand changes in the Penal Code, 1st December 2004.
- Participation in various working groups to study the administration of Road Safety.
- Attendance at semiannual meetings of the European Federation of Road Traffic Victims (FEVR) in Geneva May 21, 2004 and Brussels in October 2004.
- Organizing and carrying out of events for the "Fourth Road Safety Week of the United Nations" and the "WHO (World Health Organization) Road Safety Day", in spring.
- Meeting with the Director General of Traffic, Mr Pere Navarro for the preparation of agreements and specific work to start in May 2004.
- Conclusion of the General Assembly of P (A) T, 29th June, where a new board was elected with Eugenia Domenech's nomination as the new president.
- Meeting with Deputy Johnny Gylling Swedish Traffic Commission of the Congress in Stockholm, Sweden, on August 9, 2004 in Ronneby, Sweden.
- Organization of the XI Mediterranean Conference on Road Safety (in collaboration with the "Catalan Traffic Service" and the City of Barcelona Council) entitled "The future vision of Road Safety", 8 November 2004, Barcelona.
- Delivery of the bronze medal for Merit to Road Safety with blue distinctive, to Mr. Xavier Parés i Baus (former president of P (A) T), for his career, awarded by the Hn. Mr. Pere Navarro Olivella, Director General of DGT.
- Global interfaith tribute event for Traffic Accident Victims, 21 November (third Sunday of November) Golferichs House of Barcelona.
- Dissemination of the general information and press releases of P (A) T and P (A) T-INFORMA, 4,300 Faxes and 600 e-mails.
- Development of a "Project Schedule" for P (A) T for 2005. Basis for the Sponsoring of the entity.
- Incorporation of a part time collaborator, Yolanda Domenech, who carries out the administrative tasks of the Association.
- Signing of Agreement with ADFO for participation in a program of education and awareness of road safety aimed at youth and adolescents.
- Participation in a weekly radio program to discuss issues of Traffic Safety (Radio Hospitalet) and collaboration in a biweekly radio program to discuss issues of Traffic Safety (Radio Premia de Mar).
- Members of P (A) T-AP (A) T have participated in several television channels, both at a regional and national level.
- Working with the Prosecutor of Catalonia to advance fair treatment of victims and people affected by traffic accidents.
- Proposal to the "Catalan Traffic Service" to carry out various activities in favour of "Road Safety".
- Work in collaboration with "Catalonia Camina", and with various Local Councils to define a "School Road Safety" plan. The children must be able to get to school safely and sustainably.
- Improve the Association's website by adding area for debates, "Road Safety Forum": http://www.pat-apat.org
- Participation in several talks and acts on Road Safety: by different members of the association.
- Participation as patrons in the "Catalan Foundation for Road Safety". The president of P (A) T, Eugenia Domenech, serving as third vice-chairman of the Foundation.
- Participation in the meeting of the "Catalan Comission for Road Safety", 10 May 2004.
- Participation in preparatory Workshop for the Week dedicated to "Sustainable and Safe Mobility 2004" on 29 June 2004.
- Participation in the "XI Forum of the City of Barcelona on Road Safety", (with the theme "Urban Speed Limits) as co-organizers and speakers. Participation in the jury and economic contribution to the Prize "M ª Angels Jiménez for Road Safety".
- Giving of conferences on the topic of "Traffic Accident Prevention" in citizen forums, administrations and universities.
- Participation in the preparation and implementation of "Acts of Road Safety Awareness" of the "Jove Cambra" in 7 cities in Catalonia, on 18 September.
- Attendance at the I Conference on "Finding solutions to the problem of road accidents", on 24-26 March 2004 in Zaragoza.
- Attendance at the Week-long event "Techniques for high-visibility vests in accordance with the new traffic law", on 4th of June 2004.
- Attendance at the "First Forum on Road Violence," June 25 in Madrid..
- Attendance at the Day of "Reflection on Training and Driver Education" organized by Audi.
- Attendance at the course "Strategies for research in security and auto accidents" in San Lorenzo del Escorial from 12 to 16 July 2004.
- Attendance at the Week-long event "Mobility, communication routes, landscape and sustainability", 30 September 2004, in Barcelona.
- Attendance at the "Third International Congress on European Traffic Policy" organized by the "Catalan Traffic Service", 4 and 5 November.
