Road Safety in the Political Agenda


After years in which P(A)T, AP(A)T and its members have received the rejection of politicians and administrations and a certain coldness and indifference from society in general, with the addition of an head-on opposition by sectors related to the automobile, it appears that in recent months more and more acceptance of P(A)T's thesis is being shown by most members of society.


Catalan society and its leaders have become pioneers in firmly joining in the fight for road accident prevention. The most important resistance to change has come from those who have the highest responsibility for Road Safety, such as the Spanish Government or the Directorate General of Traffic. The campaign of P (A) T and AP (A) T together with the "Permanent Bureau of Road Safety" for the involvement of political parties through the electoral programs, has paid off.


First with CiU and ERC, then with PSC and PSOE and IU-IC, and finally with advertisements from general secretary of PP, this week, Road Safety is a State Matter. It appears there may be changes in the next term in the Congress of Deputies (Lower House) if they do not forget the statements about road safety as a Matter of State. P (A) T and the "Bureau PSV" shall remind the parties about their electoral declarations.


Now we must not lower our guard. We must all work for Road Safety. Congratulations (Article from the Board of P (A) T) .The debate raised by the Regional Minister for the Interior of the Catalan Government for the prevention of accidents with the thesis of "Zero Tolerance" is of vital importance. It strengthens the Catalan Plan of Road Safety and gets to the bottom of the problem of the epidemic of traffic accidents, the message being: "Moderation on two important topics, Alcohol and Speed". P(A)T-AP(A)T wish to congratulate Regional Minister Tura, and give her our full support and reaffirm our willingness to work together in road safety initiatives.
The Board of P(A)T wants to encourage other Regional Governments of the Spanish Autonomous Communities to take note of the initiatives that are happening in Catalunya. Failure of the Obligation to Aid (Article of the Board of P(A)T). The aspect of "Failure to Provide Aid" to road victims after an incident is sometimes referred to when the offender / person who has caused the accident, flees from the scene. The term "Failure to Provide Aid" is covered as a crime under the Law on Road Safety.


P(A)T thinks that raising the level of responsibility in the Failure to Provide Aid, to the State representatives, should be considered, who should have helped prevent deaths on the roads and minimize the consequences of accidents . In this Legislature nearly 24,000 people have died on the roads and streets of Spain (600,000 injuries), despite which, the government, its management or Deputies have not taken substantial decisions in order to prevent such catastrophes in our society.


We cannot understand this Failure to Provide Aid, which is generalized, by the representatives and governers of our State. If you still must wait years in making important decisions, the omission is continuous. If emergency measures are not put in place in the month of April, this will represent a negligent act and a lack of regard for the duty of Aid. P(A)T asks for your participation.
